IST Management (Instruments)

The management instruments aim to guide IST’s activities in the pursuit of its objectives, while also playing a fundamental role in the effective management of its allocated resources.

1. Social Report

Decree-Law No. 190/96, of October 9, establishes the mandatory preparation of the Social Report, reflecting the situation as of December 31 of the previous year, for all public administration bodies at the central, regional, and local levels.

2. Personnel Maps

The preparation of the staff map results from the application of Articles 29 and 30 of the General Labour Law in Public Functions, approved by Law No. 35/2014 of June 20, which states:
“Bodies and services annually prepare their respective staff map, taking into account the activities, whether permanent or temporary, to be carried out during their execution.”

3. Nominal Lists of IST Transitions and Maintenances

September 13, 2014

Nominal list for the integration into the Single Remuneration Table (TRU) of the subsisting and non-revised career paths, as provided in Article 5 of Law no. 75/2014, of September 12.

NOTES:

  • Integration into the TRU is carried out at the pay level corresponding to the exact remuneration amount held by the employee;
  • At IST, the following careers are included: University Teaching, Scientific Research, IT Specialist, and IT Technician, as well as management staff;
  • The regulations governing these careers remain in force;
  • The professional and remuneration status reflects the situation as of September 13, 2014, and does not include any changes made after that date.

The nominal lists of transitions and maintenances at IST, as of January 1, 2009, were approved and made public.

4. Changes in Remuneration Positioning

Tables regarding changes in remuneration positioning under Articles 46 and 47 of Law no. 12-A/2008, of February 27.

5. QUAR

The performance evaluation of each service is based on a Performance Assessment and Accountability Framework (QUAR), which outlines the objectives, performance indicators, achieved results, available resources, and the evaluation itself.ção.

6. SIADAP

Activity Plans

In accordance with Law no. 66-B/2007 of December 28, the planning and management control of public entities must be organized according to an annual cycle, which includes the Activity Plan as one of its key components.

Activity Reports

The Activity Report is a document that analyzes and evaluates the overall implementation of IST’s activity plan. It aims to summarize the progress made throughout the year, justify any deviations, assess the results, and structure relevant information for the near future.
