Responsibilities
The Human Resources Department (HRD) carries out its duties in the domain of people management for those working at IST.
Operating regulations, responsibilities, and duties of the HRD (PDF, 77KB), in effect since 15.02.2017.
1. Human Resources Management Area (AGRH)
The Common Human Resources Area (AGRH) includes the following units:
- Teaching and Research Staff Unit (NUDI)
- Technical, Administrative Staff and Grant Holders Unit (NTB)
- Work Performance Unit (NPT)
- Customer Service and Documentation Unit (NAD)
a) Teaching and Research Staff Unit
- Manage and process cases related to appointment, promotion, career progression, mobility, hiring, termination of functions, and retirement of staff;
- Draft appointment and acceptance documents;
- Organize and implement service provision processes;
- Prepare monthly lists on contract terminations, notify departments and individuals concerned, and implement contract termination procedures;
- Produce and supply statistical data on teaching and research staff, namely REBIDES and INDEZ;
- Manage all processes related to the Ciência Programme, MIT, and similar initiatives;
- Process and manage professional data of teaching and research staff;
- Carry out any other tasks assigned by the department leadership.
b) Technical, Administrative Staff and Grant Holders Unit
- Manage and process cases related to appointment, promotion, career progression, mobility, hiring, termination of functions, and retirement of staff;
- Draft appointment and acceptance documents;
- Organize and implement service provision processes;
- Prepare monthly lists on contract terminations, notify departments and individuals concerned, and implement contract termination procedures;
- Enter staff-related data into the SIOE system;
- Process and manage professional data for non-teaching staff and grant holders;
- Carry out any other tasks assigned by the department leadership.
c) Work Performance Unit
- Ensure attendance control and management of leave entitlements;
- Manage and process personal and family-related data of staff members;
- Manage and oversee processes related to secondary activities, service assignments, research fellow equivalence, work exemptions, sabbaticals, and other types of leave foreseen in applicable labor legislation;
- Coordinate home medical verifications in cases permitted by law, either proactively or upon request by unit managers;
- Organize processes related to work schedules, overtime, and remote work;
- Carry out any other tasks assigned by the department leadership.
d) Customer Service and Documentation Unit
- Ensure communication and interaction with HRD users;
- Create, update, and manage physical and digital archives of the HRD;
- Propose information tools and technical guidelines for physical and digital documentation and archives;
- Organize, consolidate, standardize, and update individual staff records, including career-related documents such as leave requests, assignments, and equivalencies;
- Digitally archive faculty schedules;
- Ensure proper archive and documentation management, keeping processes organized, integrated, and accessible, while ensuring data confidentiality and access control;
- Carry out any other tasks assigned by the department leadership.
2. Technical Advisory Unit (AT)
- Develop HR planning activities based on IST’s needs and goals, including drafting the proposed Staffing Plan;
- Research and propose recruitment and selection methodologies, and support their implementation;
- Propose career progression and internal mobility criteria, and evaluate career development processes;
- Manage internal mobility at IST;
- Provide technical support for performance evaluation processes;
- Design, implement, and update job characterization studies;
- Diagnose training and professional development needs for both IST and HRD, help define priorities, and draft the Annual Training Plan;
- Assess the impact of professional training and prepare the Annual Training Report;
- Analyze and consolidate the Social Report and other statistical tools;
- Develop HR management tools for use across IST departments;
- Manage and monitor academic and professional internships;
- Support other HRD units in creating and updating forms and other user-facing tools;
- Manage HRD’s external communication channels, including the website and social media presence;
- Research, propose, and implement quality and social responsibility policies within HRD;
- Fulfill responsibilities regarding applicable management tools;
- Carry out any other tasks assigned by the department leadership.
3. Well-being and People Development Area (ABED)
The Well-being and People Development Area includes the following units:
- Well-being and Work-Life Balance Unit (NBC)
- Training and Development Unit (NFD)
- Remuneration and Social Protection Unit (NUR)
a) Well-being and Work-Life Balance Unit
- Foster a healthy work environment and promote the appreciation and motivation of IST staff;
- Support a better balance between personal and professional life;
- Promote the onboarding and integration of new staff;
- Encourage healthy eating and physical activity within the community;
- Ensure well-being initiatives also cover remote work periods.
b) Training and Development Unit
- Promote staff qualification through training offerings aligned with professional needs;
- Encourage the acquisition and development of new skills aligned with Public Administration goals, IST’s strategic plan, and organizational objectives;
- Foster continuous professional development within career management frameworks.
c) Remuneration and Social Protection Unit
- Manage salary processing, allowances, and other payments, including per diems and overtime, and handle corresponding deductions;
- Organize processes for family allowance, subsidies, complementary benefits, and ADSE-related matters, and issue statements for internal and external entities (e.g., insurance companies);
- Inform staff about healthcare services, coverage, and agreements;
- Verify and record healthcare expenses in the ADSE system for reimbursement;
- Register employees with ADSE, Social Security, and re-enrollments with the Public Employees Pension Fund (CGA);
- Draft payroll contribution maps for social security institutions, unions, and other organizations;
- Issue repayment and salary guides;
- Prepare staff cost reports to support funding requests;
- Manage work-related accident processes;
- Calculate staff-related expenses to assess feasibility of hiring using own revenues, upon request by IST units;
- Provide salary-related data to internal departments such as the Projects Area for financial reporting and audits;
- Register, verify, and process salary payments and additional remuneration transfers;
- Provide salary information as requested by courts, audits, or other entities;
- Prepare accumulation of duties forms for financial reporting;
- Record union memberships and related affiliations;
- Act on administrative or judicial decisions related to remuneration;
- Finalize administrative and digital records when employment ends;
- Carry out any other tasks assigned by the department leadership.
